Born in Limassol, Cyprus in 1971, Completed studies in the National Technical University of Athens and got a Diploma and Master’s degree in Naval Architecture and Marine Engineering.

Worked for three years in the private sector as a Naval Architect (mainly with passenger ships) before joining the Department of Merchant Shipping in 1999 (Maritime Administration of Cyprus). From 1999 until 2009 has served in many areas such as Flag State Inspector, Port State Control Inspector, ISM auditor and Flag coordinator for ISM and Flag State Implementation. During the same period attended several IMO and EU meetings as part of the Cyprus Delegation.

From July 2009 to January 2013 was posted as Counsellor for Maritime Affairs in the Permanent Representation of the Republic of Cyprus to the European Union. In this capacity followed the work of the Shipping Working Party, the Environment Working Party (for maritime issues) and Integrated Maritime Policy working group. During the Cyprus Presidency, second half of 2012, chaired both the Shipping Working Party and Integrated Maritime Policy, where he achieved a general approach in the Council for the two Directives on Flag and Port State Control obligations for compliance and enforcement of the MLC 2006 as well as the agreed text of the “Limassol Declaration” one of the milestones of the Cyprus Presidency.

As from January 2013 has the post of Head of Unit B.3 (Environment and Capacity Building) in the European Maritime Safety Agency (EMSA). Under this capacity he is managing a team of 30 officers. The Unit provides Training to EU Member States, Enlargement Countries, Paris MoU states and European Neighbourhood beneficiary countries, technical, operational and scientific advice and assistance to the European Commission and the Member States in the development, implementation and enforcement of and European and International legislation in the areas of the Protection of the Marine Environment and Port State Control and finally develops hosts and maintains technical solutions thus supporting the building up of the necessary national capacity for the implementation of relevant legal acts of the Union. In this respect the Unit that he is in charge of, has developed and hosts THETIS in support of the PSC Directive and Paris MoU, THETIS-EU which supports Flag and Port State Control Enforcement foreseen from the EU legislation (such as Sulphur and PRF Directives) and most recently the THETIS-MRV, in support of Regulation (EU) 2015/757 for the monitoring, reporting and verification of CO2 emissions from maritime transport.
