Mr Costas Iacovou is an economist with studies at the University of Athens, the London School of Economics (M.Sc Economics) and the University of Harvard (Diploma on Investment Appraisal and Management). His expertise is in the field of project and investment appraisal and management and during his first years in the public sector (Planning Bureau), he was involved in the evaluation, planning and implementation of major public infrastructure projects. He has been engaged in European affairs for more than 20 years. Initially, as a member of the Negotiating Team for the accession of Cyprus to the EU and later, on a wide range of European policies.

He served as Director of Planning at the Directorate-General for European Programs, Coordination and Development (ex. Planning Bureau) since 2000, and for the last six years he was heading the Directorate responsible for the use of the EU's financial resources allocated to Cyprus through the European Structural and Investment Funds. He led the negotiations with the European Commission to conclude the Partnership Agreement and the Operational Programs governing the utilization of European funds for the period 2014-2020. During his term he was responsible for the planning, coordination and monitoring of implementation of all projects and grant schemes funded by the European Funds.

For more than a decade, he was representing Cyprus in Institutional Committees, Ministerial Councils and EU Advisory Bodies, on issues related to Research and Innovation, EU Structural and Investment Funds, Cohesion Policy and the EU Multi-Annual Financial Framework. In April 2018, he was appointed as Ag. Permanent Secretary and since December of that year as Permanent Secretary of the Shipping Deputy Ministry.

  • Founding member of the EU-Mediterranean Science and Technology Co-operation Monitoring Committee and Representative of Cyprus (1996-2013).
  • Member of SESAME Council - Synchrotron-Light Experimental Scientific Applications in the Middle East (2004-2013).
  • Member of the Committee of Senior Officials and the General Assembly of the European EUREKA Program (2000-2012).
  • Member of the European Research Area Committee (ERAC) of the EU (2004-2013).
  • Member of the Cyprus Fulbright Committee (2009-2012).
  • Member of the Board of Directors of Eurocypria Airlines (2006-2010) and Executive Chairman of the company (June-December 2010).
